About the Instructor

Gord Penner has been teaching the Canadian Firearm Safety Program for a number of years and has trained hundreds of individuals to successfully acquire their PAL / RPAL certificates.

If you know nothing about firearms or safe use and handling of them, this is the right place to start.

The Canadian Firearms Program

The Canadian Firearms Program (CFP) is administered by the RCMP/CFP, which works with provincial Chief Firearms Officers and many community partners across the country in implementing the Firearms

Act and its Regulations, and other related legislation regarding firearms.
The goal of the Canadian Firearms Program is the safe and responsible use of firearms, and it includes a range of activities directed toward achieving that goal such as the following:

→ Licensing of all firearm owners and businesses
→ Delivery of the Canadian Firearms Safety Courses
→ Public education regarding safe storage, transport and use of firearms;
→ Import and export controls

If you have been prohibited by law to posses or be in the presence of firearms you do not qualify for the CFP.

What should I bring to the course?

  • Note pad, pen and your reading glasses (if you use them)

  • Government issue photo I.D. (expired ID’s will not be accepted)

  • A great attitude

  • Lunch, snacks…

  • What if I come late…

    Course begins at 8:00 a.m. Any time after 8:00 a.m. you’re late and forfeit your course without refund or transfer.

 

How old do I have to be to take the Non-Restricted course?

Minimum 12 years old qualifies to take the Non-Restricted course. A successful completion of the course as well as passing the written and practical tests, you will receive a "Minor's Possession License" allowing you to do everything a PAL holder can with the exception of buying firearms. Ages 18 and up can take the restricted course, but must complete the non-restricted course first.

 

Lunch on the fly.

We do not stop for lunch. Lunch may be ordered in or bag lunch, snacks etc…

 

How long is the course?

The Non-Restricted is 8 hours and the Restricted is 6 hours of class instruction. After the instructional portion is the Written and Practical test. This adds approximately 90 mins for the last person testing.

What is P.A.L?

“Possession and Acquisition License”. It is the primary firearms license under Canadian firearms laws. You must successfully complete (PAL), non-restricted course before applying for the (RPAL), restricted course.

Can a non Canadian get a PAL?

Non-residents can apply for a Possession and Acquisition Licence. They must be 18 years of age or older; they must successfully complete the Canadian Firearms Safety Course and test, and they must provide a letter or document from their local Police Service/Government which provides a completed NCIC check.

 

How many P.A.L. owners in Canada?

As of December 31, 2018, there were 2,183,827 licensed individuals across Canada, which includes both PAL holders and Minor's Licenses. In 2018 alone, the Canadian firearms program issued 428,576 individual licenses, including new licenses and renewals for Possession and Acquisition licenses and new licenses for minors.

 

Do I need a Canadian Firearms Safety Course Manual?

You do not need your own course manual. A copy of the manual will be available for you to use during the class. Some students preference is to print their own copy so they can enter notes at exact locations.
